There is no such passage in the Old Testament/Hebrew Bible. Scholars believe this verse in Matthew may be an allusion to the messianic "branch" (in Hebrew, netzer) of David's line, mentioned in Isaiah 11:1: "A shoot shall come out from the stump of Jesse [David's father], and a branch [netzer] shall grow out of his roots."
