Le
PACS à la côté!
Depuis novembre 1999, on voit fleurir [1]
dans les rubriques "faire part" [2]
et autres "carnets" des annonces d'une nature nouvelle:
"Julie et Sophie se sont pacsées pour le meilleur et pour
le pire, etc." L'effet PACS est passé par là...Premier
bilan.
On se souvient des débats houleux [3]
à l'Assemblée nationale, de la tirade sans fin de Christine
Boutin - qui en avait endormi plus d'un -, des batailles de manifs
[4] (mercredi les "pour", samedi les
"contre"), etc. Malgré tout [5],
le gouvernement Jospin a eu la joie de nous annoncer la naissance
du Pacte Civil de Solidarité le 13 octobre 1999.
Pacs or not Pacs?
Les premiers pacsés ont été traqués [6]
comme des bêtes curieuses, la grande interrogation étant
de savoir [7] si les pacsés ne seraient
que des homosexuels, s'appropriant le PACS, le transformant en pâle
copie de mariage pour homosexuels en mal de reconnaissance [8].
Et puis, les chiffres sont tombés: entre le 16 novembre 1999
et le 31 mars 2000, 13 972 PACS ont été signés
- chiffres du ministère de la Justice.
Les chiffres balaient [9] les derniers doutes:
parmi les pacsés nouveau cru, pas de concentration particulière
d'homosexuels (...). En réalité, une distinction s'opère
entre Paris et province.
Paris versus Province
Paris enregistre le plus fort taux de pacsés en France (2 753
PACS) et la majorité d'entre eux concernent des couples homosexuels.
La Province n'est cependant pas en reste [10],
concentrant quant à elles les pacsés hétérosexuels.
Les raisons avancées sont nombreuses, qui poussent des couples
à opter pour le PACS: moins compliqué que le mariage,
moins coûteux en cas de divorce (sic), le PACS offre également
à certains réfractaires [11] au
mariage une alternative au passage devant monsieur le maire. Et les
pacsés viennent de tous les horizons, de tous les milieux.
Lorsque [12] les beaux jours arrivent, les mariages
refleurissent. Peut-être que la saison deviendra aussi celle
des PACS heureux...

the details. Using a colored pen or highlighter, identify key words
or phrases that will help you remember what you have read. At the
end of each section, look at what you have highlighted. Does it spark
your memory? Compare the words and phrases you have highlighted with
those of several classmates. Have you chosen different words?
Step 3. Based on what you have read, check off the statements which
are true.
Since 1999, the print shops are carrying more and more announcements
and cards related
to "Le PACS".
"Le PACS" was announced by Jospin in November 1999.
"Le PACS" was specifically created for homosexuals.
Different types of statistics have been observed in Paris and the
provinces.
Step 4. Complete the following statements.
1. Among those who are "pacsés"...

a huge concentration of homosexuals.

getting married within 5 years.

homosexuals.

Step 5. With 2 or 3 classmates, make a list of the reasons some couples
opt for "Le PACS". Then share your list with the rest of
the class, adding to your list whatever activities you might have
left out.
Step 6. Finally, as a class, discuss your opinion of "Le PACS".
