How a Committee Meeting Starts (1:22)

Committee meetings, like floor proceedings, have procedural rules that are enforced by the Chair. Here Committee Chairman Cristopher Cox (R-CA) begins a meeting of the Homeland Security Committee in 2005 explaining the way the meeting will proceed. Committee members often get a chance to make an opening statement, and in this clip Chairman Cox affords this opportunity to a Committee member prior to listening to witnesses talk about the topic at hand.
