In this recording, produced for Constitution Day 2006, UT-Austin professor Sean Theriault discusses the effects of redistricting on the constitutional system. Redistricting, he argues, provides a mechanism to make changes in the electoral system in response to changes in public opinion. But any sweeping changes in who holds power tend to be incremental and slow to unfold. Madison and the framers of the Constitution would have been pleased the system they designed works as it does.
