James Lindsay, Director of the Robert S. Strauss Center for International Security and Law at the Lyndon B. Johnson School of Public Affairs, gained firsthand experience in the relations between the executive and legislative branches when he served on the National Security Council in 1996-1997. Using the Iraq War as an example, he explains that it is difficulty for Congress to assert its war powers once it has ceded those powers to the President.
