The man is reading a paper that says "President Roosevelt's request for six new Supreme Court Justices" with a dismayed look on his face. In his second term President Franklin Delano Roosevelt threatened to add six more Supreme Court Justices to the court after many of the provisions to his New Deal were ruled unconstitutional in 5-4 votes. Congress emphatically rejected the idea, and FDR dropped it when the court began voting his way.
