The X-axis represents the presidential election years from 1960 to 2004; the Y-axis represents the percentage of eligible voters that voted Democratic, voted Republican, voted for another party, or did not vote. The chart shows that, since the mid-1960s, the largest number of eligible voters has not voted at all rather than vote for any party's presidential candidate.
