In this recording, produced for Constitution Day 2006, UT-Austin professor Bruce Buchanan discusses how crises have provided presidents opportunities to interpret and expand the powers granted by the U.S. Constitution to the executive branch. Using as examples George W. Bush and 9/11 and Abraham Lincoln and the Civil War, he reflects on the limits to presidential crisis powers.
