1. Does Karl think inequality is worsening or improving in Latin America? What indicators does she use?
2. What is the initial source of social inequality in Latin America? Is it a lack of natural resources?
3. What effect does this inequality have on politics (in her view), and on the possibility for a more equal distribution of wealth over time? (i.e., how is inequality reinforced over time?)
4. Why doesn't the extension of political rights lead to a more equal distribution of resources over time? Why don't the poor just vote themselves a more equal system?
5. What are the consequences for democracy under this pattern of development?
