This is a picture of the stop light for cars counting down the time they have remaining. wile this is common for pedestrians in the US cars are expected to just wait however much time it takes for the light to change with no cue as to when it might. However since the Chinese drive tends to be more impatient and regard traffic rules as suggestions they give indicators such that the cars know how long they have to wait and don't just run the light.
I really like the idea of having count downs on lights and I think its especially helpful then so few people actually wait for the light to change anyway.
