Paris has many tourists, and it's vendors are used to them speaking their native languages. If a vendor in Paris hears an English accent, he will immediately switch to speaking English rather than speaking French. This way business can be done quickly. Many Parisians prefer not to deal with English speakers stumbling over the French language.
