I often find that certain signs in France depict an explicit action, in lieu of written statement. As shown here, this warning sign indicates the danger of falling off the side of the mountain with only a depiction of a person falling. In places where so many languages are spoken, such as France (or even a tourist spot such as Chamonix) signs lack written warnings in favor of simple pictures. This is because pictures are universal, which makes the addition of language unnecessary in this case.
