Hispanic Youth Unemployment

Dr. Richard Santos, professor of Economics at UT-Austin, discusses unemployment among Hispanic youths. Santos explains that Chicano and other minority youths bear the brunt of high unemployment in the United States. Santos argues that minority youths unable to find jobs of grow disillusioned with the labor market, drop out of school, and continue to face discrimination for the rest of their lives. He defines the unemployed as those who are available and willing to work and have searched for a job but have been unable to find one. Santos believes Chicano and minority youth are particularly vulnerable to unemployment because they do not have access to the same networks that other youths do. Consequently, they must turn to employment services to find work.

To address the problem of unemployment, Santos suggests we must consider the different goals students have for employment and organize apprenticeship programs that offer positive ways of earning income. These programs should encourage interest in a variety of jobs in many industries, including music, art and dance. Santos explains that while the Carter administration has set aside resources for such programs, their efficacy has been diluted because the government has lumped all Hispanics together, when in reality each nationality has very different needs. He believes Chicanos should promote a range of occupations for its youth in order to begin to solve the unemployment problems.
