
Quality Education for Chicanos
Ruben Bonilla discusses a report from the Department of Health, Education and Welfare (HEW) on segregation in Texas’ institutions of higher learning. HEW has only released segments of the report, claiming that some of the information was gathered for law enforcement purposes and cannot be released. Nonetheless, groups like LULAC are pressing to see the entire report, which also explored the participation of minorities in higher education and reviews recruitment and admission policies. Bonilla, president of the National LULAC, explains that the report reveals widespread discrimination against Hispanics in Texas Universities as well as severe levels of under representation both in the classroom and at the administrative level. Moreover, Hispanics are largely segregated in smaller, less well-funded universities, where the quality of education is not the same as in larger schools.
In response to the released portions of the study, LULAC has issued a 10-point program that calls on universities to voluntarily desegregate and aggressively recruit Hispanic students and professors, many of whom are choosing to stay at small local colleges or leaving for the Ivy League. Bonilla further argues that HEW’s refusal to release the whole report is part of a larger backlash against the civil rights movement and also constitutes a political ploy by the Carter Administration and its bid for reelection.
