Increasing Ties Between Chicanos and Mexicanos

Jorge Bustamante, an expert on immigration and counsel to the Mexican President Jose Lopez Portillo, discusses the relations between Mexicans and Chicanos and the United States and Mexico. Bustamante explains that Chicanos and Mexicans have been working for the past ten years to reach this current period of good relations and proactive commitment. President Lopez Portillo has long recognized the growing political importance of Chicanos in the United States and has met with many Chicanos visiting Mexico City. He has also funded scholarship programs that have helped over 100 students obtain higher education in Mexico. Although Bustamante acknowledges that there is some discrimination against Chicanos in Mexico, he believes we should focus on the positive aspects of their relations, like Chicano support for undocumented workers. He also discusses the controversy surrounding the appointment of Julian Nava as U.S. ambassador to Mexico.

Bustamante then describes U.S. Mexico relations. He comments on two controversial episodes: the oil spill in the Gulf of Mexico and the Shah of Iran’s departure from Mexico, and explains the misunderstandings behind them. He says the history of conflict between the two countries makes relations complicated. In particular, U.S. intervention and imperialism in Latin America has made Mexico apprehensive about U.S. intentions. He concludes that Mexico wants to be more independent and would like to deal with the United States on equal terms.
