It can be seen that what Mill actually argues is that Progress implies Order, but that he does not argue the converse. He does argue, however, that mental qualities amongst the citizenry that are specially conducive to Progress (``mental activity, enterprise, and courage'') are also requisite for the maintainance of such good as already exists (Order).
