Disarmament precedents


Precedents.---

  1. Convention of disarmament between France and Britain 1787,---this this is a precedent of the measure or stipulation itself;
  2. Armed neutrality code,---this is a precedent of the mode of bringing about the measure, all may serve to disprove the impossibility of a general convention among nations;
  3. Treaty forbidding the fortifying of Dunkirk.
