No importance is to be attached to the fact that Steuart, Adam Smith, and others call Political Economy a Science while defining it as (what we should now call) an Art. The present general recognition of the distinction between the two terms, in its application to economic matters, is due, I think, to the combined influence of Senior and J. S. Mill, and cannot be traced further back. McCulloch, for instance, altogether ignores it.
